Kelvin M. Klann 4dca7e04bd build: remove remnants of --bandwidth= command 
Removing the broken test also fixes CI.

Note: There are other mentions of "bandwidth" and "bw" in the following
files, though they seem to be specific to their respective commands
(rather than being related to `--bandwidth=`):

* src/fnetlock/main.c: `--netlock`
* src/fnettrace/main.c: `--nettrace`

This amends commit dcbce5e9b ("depracating --bandwidth commands",
2026-07-04).

Relates to #7197.
